Koreans being changed into Japanese subjects due to Japanese annexation of Korea, the problem of Korean living in Northeast China emerged as critical issue. Afterwards the China authorities, which could handle relatively freely the problem of Korean living in Northeast China before merger, were interfered in the course of paperwork regarding Korean. As the number of Korean immigrants move to the northeastern area grew, the concern of local authorities became larger.
Fengtian Clique, which recognized Korean migration politically promoted by Japan as the invasion of Japanese forces, in order to prevent the spread of the crisis, decided to expel the existing residents and block out the future Korean migration. As a result, they ordered every local authority to exercise strict control of Korean residence and land lease.
During the Zhang Xue-Liang regime, in order to restrict and prohibit Japanese and Korean residence in Manchuria, lots of introductions and proclamations were decreed. With more defiant and radical tendency than his father, Zhang Xue-Liang could exclude the Japanese in the active support and advocacy of private sector. However, the decision and action of Fengtian Clique regarding Korean cannot be blamed arbitrarily in terms of our analysis. It is required more subjective understanding and study of the circumstances and phenomenon that Chinese living in Northeast as well as the father and son, Zhang Zuo-Lin and Zhang Xue-Liang, decided and supported the policy.
