선거방송은 정치 영역과 미디어 영역이 중첩된 영역으로서 양자의 속성이 복합적으로 작용하는 영역이라고 할 수 있다. 정치 영역이란 다양한 정치적 의견들이 경쟁하고 그 중에 다수의 의견에 의해 정치적 지도자나 정책이 결정되는 영역으로서 가장 중요한 덕목은 바로 “공정성”이 된다. 반면에 방송을 비롯한 언론영역은 환경을 감시하고 일반 수용자의 알권리를 실현하는 저널리즘적 가치실현에 그 목적을 가지고 있다. 그러므로 방송영역에서 추구하는 가장 중요한 덕목은 “객관성”이라고 할 수 있다.
본 연구는 제16대 선거기간 중에 방송된 KBS, MBC, SBS, iTV 4개 방송사의 저녁 종합 뉴스를 내용분석 하였다. 그 중에서 선거이슈보도와 관련된 기사를 중심으로 우리 나라 선거방송의 이슈보도의 특징과 문제점을 지적하는 것이 본 연구의 목적이다.

This purpose of this study is to find the differences of news content and story style between central election related and local election related news. To this aim, election news stories of KBS, MBC, SBS and iTV during the 15th general election period were content analyzed.
In result, following three meaningful findings is investigated. First, news content is different between central and local election related ones. Central election news is focused on issue news. In the contrast, local election news is almost composed of sketch report like stumping. I think that it is the result of customary reporting style of Korean broadcasting. Second, there are no differences in news story style without reporting order. It is very important because reporting order is critical factor in judging of broadcasting news value. Especially central issue-related new is arrayed in the front, but local issue-related news is dispersed. Third, "negative election reporting" regarding as encouraging the political distrust of people and declining the political participation is remarkable. If this reporting was continued, 'the vicious circle of the negative political phenomena and the negative political news' would stick.
