  • 본 연구는 미국 위스콘신주 공립 초등학교 환경교육과정 개발 및 평가체제를 분석함으로써 우리나라 제7차 교육과정의 적용과 더불어 각급 교육청 및 초등학교수준에서 요구되는 교육과정 개발 및 평가와 앞으로 교육과정 개정에 주는 시사점을 도출하는데 목적이 있다. 본 연구는 문헌연구와 면담, 전화, 전자메일 등을 통해 연구되었다. 위스콘신주의 공립 초등학교 환경교육과정 개발 및 평가체제는 주정부, 지역 교육청 수준의 기관과 해당학교 및 교사들이 그 권한을 분담하고 있으나 여전히 중앙집중적 경향으로 국가교육과정과 행동목표의 한계로 말미암아 일부 교육학자들의 표적이 되고 있다. 이러한 부정적인 평가에도 불구하고 본 연구결과 우리나라 각 교육청 및 초등 학교수준에서 요구되는 교육과정의 개발 및 평가와 앞으로 교육과정 개정에 줄 수 있는 시사점으로 ① 포스트모더니즘 및 구성주의적 시각과 비판적 교육학자들의 시각에서 교육과정 개발 및 평가에 대한 방향제시와 더불어 교과목별 특성과 다양한 여건들을 고려하여 개정시기와 그 방법의 다양화 ② 각급 교육청과 각급 학교간 역할분담과 관련 교과간 및 유관기관간 긴밀한 상호 협조체제 구축 ③ 다양한 관내·외의 교육과정 평가기관 설치와 우수한 교육과정 평가프로그램의 개발과 현장교육의 질 개선에 활용 ④ 독립된 환경교과 설치와 각 교과별 체계적인 교육과정 모형 개발 및 활용 등을 들 수 있다.

  • The main purpose of this study is to give an analysis of public elementary school environmental education curriculum development, and also to give an analysis of elementary curriculum evaluation from an environmental educational view compiled by the Wisconsin Department of Public Instruction(WDPI). For this study various documents and literature related to the subject were reviewed and analyzed. Also, in-depth dialogues were conducted with professionals, curriculum directors, administrators, principals and teachers by interviews, phone-calls and e-mails.

    In the United States, local communities and states historically have the right to decide what is taught in schools. In each district and school, teachers have the right to decide what is taught and how it is taught. However, they must take into consideration state law, policies, and guidelines. State law specifies all subjects at all grade levels that must be taught in public elementary school.

    The WDPI publishes guidelines for teachers of all subjects to guide their new curriculum frameworks. These guides are generally much less specific and are intended to allow districts, schools and teachers to make their own decisions in creating a balance between depth and breadth of each subject's content. Thus, teachers, schools, and districts can design their own set of course offerings and course syllabi within state guidelines. Curriculum development and implementation require this network of sample organizational structure for orderly development, implementation, and evaluation of curriculum change.

    Wisconsin's historical commitment to environmental education is well-known. WDPI has developed A Guide to Curriculum Planning in Environmental Education. The guide has been widely used in the United States and in more than 40 other countries(WDPI, 1994: V). This guide includes procedures for developing an environmental education curriculum plan and for assessing the plan. These procedures for assessing the plan should be a continuous activity. The evaluation model of an environmental education is a hybrid model adapted by Thomas Marcinkowski from several sources in environmental education literature. It portrays the important elements of evaluation, planning, and implementation.

    Finally, from this study's results I drew the following conclusions for the application of the 7th curriculum development and evaluation of our country. First of all, we should present the direct of curriculum development and evaluation in the post modernism, constructionism and critical pedagogy's point of view. Second, government, school districts and schools must be closely related organically. Third, revisions and evaluations of curriculum should be made with a long interval and with sufficient time according to subjects. Fourth, curriculum development teams should cooperate and collaborate when subjects overlap. Fifth, we also should establish diverse evaluation institutes to develop and evaluate school based curriculum to help classroom teachers. Each elementary school should set up environmental education subject and develop each subject curriculum model include an environmental curriculum model. Finally, we should establish the system cooperation of the agencies concerned in environmental education.
