본 연구의 목적은 기존 지방정부의 평가에서 나타나고 있는 문제점을 보완 할 수 있는 성과평가모형을 개발하는데 있다. 즉, 첫째 지방정부의 행정성과평가를 위한 이론적 근거를 명확히 한 후, 이에 따른 잠정적 성과평가모형의 체계를 설정하고, 이 평가모형의 체계에 근거한 일련의 논리적 과정을 거쳐 평가 구성요소를 선정하였다. 둘째, 지방정부의 일반적 행정의 공급수준을 파악할 수 있는 객관적인 성과지표를 개발하고, 그 적용을 위해 성과지표에 대한 상대적 중요도를 설정하였다. 셋째, 개개의 성과지표들의 정보의 합이 전체로서 지방정부의 성과수준을 나타낼 수 있도록 성과평가모형을 정립하였다. 따라서 이 성과평가모형은 지방정부간 행정성과수준을 파악함과 동시에 향후 각 지방정부가 추진할 공공서비스에 대한 정책계획을 수립하는데 지침이 될 수 있는 근거자료로서의 의미를 가지게 될 것이다.

As local government studies focus on the performance of local government, the local government administration performance evaluation is getting more important. Such performance evaluation will provide important information on present policies and performance actions of local agencies for officials.
In the stydy, various kinds of models, procedures, and methods on performance evaluations were reviewed, and more objective methods alleviating researcher's arbitrary judgements in selecting performance indicators were sought.
The purpose of this study is to develop administration performance evaluation model to be applied to local government through systemizing performance indictors of local government(Shi and Gun). In this context, I tried to develop a model with seeking performance indicators of Shi and Gun and suggested the applying methods
In this stydy, the evaluation spheres were categorized six parts at large. The twenty-seven items and indicators were extracted from local government task unit as well as through civil servant's validity. Also I conducted the perception survey of expert and the civil servants for applying weights.
Accordingly, being applied, this information model will show the level of administrative performance between local governments. And it will provide the meaning as a reference which can be a guide to policy plan for public service in local government.
