본 연구는 한국의 기초지방자치단체의 공공서비스의 민영위탁의 특징을 실증적으로 분석한다. 본 연구는 행정자치부에서 수집된 자료를 사용하여 7가지 가정을 검증하였다. 연구의 결과 지방정부가 공공서비스를 다룰 수 있는 능력이 없는 영역에서의 민영화는 비의도적으로 나타났다. 사회복지와 환경위생 관련 행정 등이 이러한 영역에 포함된다. 또한 의도적이고 계획된 민영화는 1997년의 경제위기 이후 지방정부가 구조조정을 집행하기 시작한 1999년에 나타났다. 마지막으로 공공서비스의 계획된 민영화는 한국의 지방정부가 계약을 관리하고 인사관리에서의 마찰을 조정하는 능력 개발의 환경을 조성하였다.

This study empirically analyzes some basic characteristics of privatization of services production in Korean local governments. Seven propositions were tested using the data collected by the Ministry of Government Administration and Home Affairs. It is maintained, firstly, that privatization of services production had been carried out largely in an 'unintended' manner in the areas where the local governments were not quite capable of producing services. Those areas included social welfare administration and refuse collection. The production of public services was not intentionally privatized by the local governments, but instead their production was rather acquired by the private producers as the local governments generally suffered from a scarcity of human and financial resources, which often constituted a normal condition for local administration in developing countries. Secondly, it seemed that 'intended' and 'programmed' mode of privatization began to appear from 1999, where the Korean local governments were forced to implement downsizing after the economic crisis in 1997. And thirdly, the programmed privatization of services production has spawned new challenges for Korean local governments to develop capacities to manage contracts and to deal with frictions in personnel management.
