Although the local government has, in recent years, devoted a growing share of the nation's resources to public programs for meeting the societal needs, dissatisfaction with these programs has never been more widespread(David Nachmisa, 1979:1)
Local government managers have a responsibility to show not only the purposes for which public resources were used, but also to demonstrate the effects of their use(James G. March and Johan P. Olsen, 1984: 734-739).
This need has stimulated the development of various analytical techniques which have been grouped under labels such as program analysis. The art of analysis is not yet sufficiently developed to permit preparation of manual covering "how to do it" in every situation.
