현행 한국의 교육과정 정책에서 가장 중요시되는 문제가 올해 고교 2학년부터 적용에 들어간 제7차 선택중심 교육과정의 시행이다. 교육과정 선택의 문제에서 교육정책상 중요한 변화를 보이고 있는 가운데 시행 초기에 발견되는 문제를 적절하게 이해하고 선택 교육과정 정책을 합리적으로 시행하기 위해서는 외국의 사례를 적절하게 분석하고, 그 시사점을 탐색해 보는 일이 중요한 시점이다. 교육과정 정책에서 교과목에 대한 의사결정의 문제는 항상 논쟁적 성격을 지니고 있으며, 일반적으로 선택과목의 결정으로 구체화되어 나타난다. 그것은 구체적으로 교과목의 편성과 운영의 문제로서 정책 결정에서 핵심적인 사안이다. 본 연구는 주제의 성격상 1차적으로 미국과 호주를 중심으로 관련 사례를 일정 준거에 의해 비교 · 분석하고 교육과정 편성과 운영상의 특징을 분석하기 위해서는 추가적으로 몇 나라를 포함하여 선택 교육과정을 일정한 준거에 의해 탐구한다. 그리고 그 결과를 토대로 정책상의 합의를 제시하는 데 초점을 둔다.

The purpose of this study is to comparatively analyze the foreign elective curriculum system and to explore implications of educational policy about curriculum planning and management. The curriculum planning and management in educational policy are controversial issue which it is hard to manage in establishing appropriate curriculum framework. An elective course is constructed through choosing subjects by student, school, local educational authorities. So the curriculum construction in the light of multiple choice by a variety of selection subject has been discussed on the occasion of putting into operation of an elective curriculum system.

This study focuses a comparative analysis of an elective curriculum and its implication of educational policy. As a result of analysis there are many considerations affecting on curriculum policy and practice we should treat and rethink on the basis of learner's need and educational relevance. The major implications of curriculum design and implementation by this study are as follows; preparation of subject system in curriculum planning. pursuit of relevancy in learning load and road about selection a subjects, guided design of selective system on implementing a course, ets. We should create various ideas and conceptions of managing elective curriculum and put into practice balanced curriculum system with a view to guide system of learning opportunity.
