이 논문은 기존에 논의되고 있는 재정적 분권화와 법제도적 차원에서의 분권화논의와 차별적으로 일반시민을 대상으로 시민들이 주관적으로 판단하고 있는 분권의 체감정도를 시민의식을 통해 파악하고자 하는 연구이다. 따라서 본 연구의 목적은 전국 5개 지역의 시민들을 대상으로 주관적인 차원에서 일반적인 분권의식이나 참여의식을 파악하기 위한 것이다.
본 연구에서는 시민의식조사 대상지역을 규모와 지역성을 기준으로 중부권, 호남권, 영남권으로 나누어 각 지역의 대표적 도시인 서울, 부산, 광주와 각 지역의 중우권 도시인 수원, 순천, 진주 등 총 6개 도시지역을 선정하였다.

Till now, a several of papers on the subject of local decentralization and local democratization have used to approaches by financial, institutional, and objective social-economic indexes, but this paper attemps to examine the subjective political consciousness and the evaluations of general citizens through the results of a recent research on local decentralization and local democratization. The subjects of this analysis are the the empirical results as follows. First, many citizens appreciate that central government have a control and engage in policy processes of local govenments immoderately. For a criterion and the principal agent in resolution of conflicts between central-local governments, Local public opinions are more important thatn others. Second, as for the most obstacle in the advancement of an autonomy of citizen participation, a loack of citizen's participatory consciousness is pointing out. Third, as for the means for citizen participation on a local policy decision process, referendum, a participation to loacl government and council, and a holding public hearing are preferred by many citizen. In Sum, citizens recognize that central government and central parties have a dominant influence on local politics in general, so they demand to improve the autonomous rights of local government and the citizen's participant means to local politics.
