The newly organized governments of North and South Korea (Park, Geun-hye in South, Kim, Jong-un in North, respectively) are trying to improve the relation between North and South which has been stopped for a while and resume the Six-party Talks from their own footing. Thus, they are trying conducting under-the-table negotiations between South Korea-USA-Japan, South Korea-China, South Korea-Russia, North Korea-China, North Korea-Russia, North Korea-USA, and so on. When the Six-party Talks are held again, the relation will return to the spirit of 9.19 Joint Statement and 2.13 Agreement. This paper suggests making use of the agreement as an opportunity of the unification, specified in the 9.19 Joint statement saying that the direct-related countries should compromise peace negotiation about the permanent peace structure in the Korean peninsula in the proper extra forum.
Therefore, this study prepares for the nuclear disarmament of North Korea and the unification of the Korean peninsula, which is the hope of all Koreans, by making good use of the construction of the peace structure in the Korean peninsula presented by the statement as the opportunity of the peace, stability, and the peace unification in the Korean peninsula. This paper also searches the unification plan of the North and South Korea for the unification preparation. The current plan has a limitation as a unification type for achieving the peaceful unification of coexistence and co-prosperity. For that reason, this paper proposes the progressive federal unification plan and deals with the authority distribution between the federal state and the component states (local governments). For convenience’ sake, the unification stage is classified into the three stages, where the government authorization is transferred from the local government to the federal state step by step. If we aim at the unification of coexistence and co-prosperity and the progressive unification proposed in this paper, we will be able to achieve the peace and stability of the Korean peninsula in the short run, and accomplish the integration of the nation which has minimum aftermath. This study suggests that South Korea has developed in the maritime age, but for now it should open the lost continental period, and develop by the two axes. Going beyond East Asia, the unified Korea would be the center of Eurasia.
