In general, growth and distribution are strongly perceived as conflicting goals that can not be achieved at the same time. However, this is a result of misunderstanding arising from the inability to recognize the nature of economic inequality. Because inequality or expansion of the gap always has two opposite effects in relation to growth. An increase in the gap itself may mean a decrease in inter-group mobility, but at the same time, if the gap can be overcome by effort, it may act as an incentive for human and physical capital investment. Which effect is dominant depends on how the gap occurs. What is important to be addressed in relation to the inequality or redistribution policy of the gap is how the redistribution policy in any way will strengthen the inter-tier mobility and lead to the expansion of investment in human and material capital throughout the economy. For example, it is expected that the fiscal policy will contribute to the growth rate if the improvement of human capital through educational support rather than the simple support form for the low income class. Based on the above logic, the research team set out to maximize the social conflict resolution through continuous inter-tier mobility and continuous economic development, and then proceeded to search for an effective policy plan.
This study was analyzed through the following steps for each research flow on Korean social integration. First, we investigated the causes and problems of social conflicts. Second, we conducted researches on social integration methods such as childbirth, childcare, education, marriage, etc. Third, the macroeconomic revitalization and the social integration research were carried out to study the low growth trajectory of the developed countries and to improve the R&D efficiency. Fourth, research for social integration through welfare was carried out in search of optimal social welfare level, research on welfare sustainability and tax reorganization for financing. Fifth, the research on tax system, social security system, basic pension system, residential environment system was carried out to improve the law and system for social integration. Sixth, the research was conducted in terms of the intergenerational equity research, the equity research of introduction of basic pension, and the intergenerational integration related to the baby boomers. Seventh, we conducted research on social integration through consideration of social underprivileged groups such as small self-employed, elderly, and poor. In addition, research on community integration and research methodology was conducted in parallel.
