This study aims to 1) discover the actual status of mobilization and damage cases of the Korean civilians in military employment; 2) accumulate basic data related to forced mobilization; 3) arouse the necessity of dataization and analysis of list information about forced mobilization; 4) re-examine the deception of the forced mobilization of Koreans by Japan during the “War Time“, by analysing “the Document of the Korean Employee in the Imperial Japanese Navy(2009)”, a ”list information“ created by the Japanese government after the defeat of the Asian Pacific War.
At the end of the Japanese colonial rule, about 6 million Koreans were forcibly mobilized as human resources for the Japanese colonial invasion war. This is important in that it clearly shows the nature and deception of colonial rule for “utilization of Koreans”.
This study is a work that complements the deficiencies of research related to forced mobilization. It attempts to reveal the actual situation of mobilization of the Korean civilians in military employment by analysing “the Document of the Korean Employee in the Imperial Japanese Navy(2009)”(hereafter the Navy Civilians Data) obtained by the Commission on Verification and Support for the Victims of Forced Mobilization under Japanese Colonialism in Korea (hereafter the Commission) from the Japanese Ministry of Foreign Affairs in 2009. For the analysis, main contents of the Navy Civilians Data were converted into data and related literature data were investigated.
The contents of the research for each year are as follows.
1) The first year(2017.7.1.~2018.6.30)
The first year of research was basic research on Korean civilians in military employment of Japanese Navy to grasp the characteristics of various naval units and departments in which Koreans were employed. Through the sophistication of the data, it was confirmed that Korean civilians in military employment were put into 197 units of 44 types, especially in units of the “facilities system” in charge of civil engineering and construction of military-related facilities, exceeding the majority of the total (59.3%). Based on this, the first year study conducted a study on the nature and mobilization status of the Shibaura Naval Engineering Supply Office (hereinafter the Shibaura Supply Office), which played an important role in the mobilization and militaryization of Korean civilians and the results were published as a research paper “Mobilization of Korean Civilians in Military Employment by the Shibaura Naval Engineering Supply Office during 'the War Time’”, Journal of Studies on Korean National Movement, Vol.97, Dec. 2018.
2) The second year(2018.7.1.~2019.6.30.)
The second year's research project was “The mobilization status of Korean civilians in military employment in each military unit”, and the “Status of mobilizations by unit” was reviewed to understand the actual status and character of the mobilization of Korean civilians in military employment in the Japanese Navy.
First, through a study on Naval Fuel Depot, it was identified that more people were mobilized than the number of Koreans found in the current Japanese writings. In particular, through the official document of the Japanese Navy, it was also achieved to reveal that 'alien discrimination' existed in the wages of Koreans and Japanese military groups. The research was published as “Mobilization of Korean Civilians in the Military Employment by the Imperial Japanese Naval Fuel Depot during the Pacific War based on “The Document of the Korean Employee in the Imperial Japanese Navy(2009)” Journal of Studies on Korean National Movement, Vol.99, June 2019.
Next, through a study related to the Specially Established Naval Encampment Corps, the status of about 41 Naval Encampment Corps with 4,600 employees was investigated. The study focused on the case of the 15 Naval Encampment Corps, where all 1,100 Koreans who were identified as being killed. In this research, we found that Koreans were put in immediately without training unlike the Japanese who were put in after a training period of about a month. The study results will be published as “Mobilization of Korean Civilians in Military Employment by the Specially Established Naval Encampment Corps during the Pacific War Time - 15th Encampment Corps”, Journal of Studies on Korean National Movement, Vol.106, March 2021.
3) The Third year(2019.7.1.~2020.6.30.)
The research conducted in the third year was “Major Deaths of Korean Civilians in Military Employment”, which was divided into two categories: deaths in isolated areas and air raids in mainland Japan.
The research conducted in the third year will be published in the journal within two years (June 2020) after the end of the study.
