본 연구는 그린벨트가 수도권 도시공간구조를 왜곡했으며 그로인해 그린벨트가 없다고 가정한 경우의 도시공간구조하에서 발생할 수 있는 교통비용보다 훨씬 더 많은 교통비용을 발생시켰을 것이라는 가설로 부터 출발한다. 즉 그린벨트규제로 인하여 중심도시에서의 개발압력이 도시내부에 축적되어 내부 도시밀도를 상승시켰으며 일정 시간이 지난 후에는 개발압력이 그린벨트를 뛰어 넘어 소위 말하는 '개구리 뜀뛰기 식 (leap-frogging development) 개발'이 이루어졌을 것이라는 가정하에서 그린벨트라는 강력한 토지이용규제가 없다고 가정한 경우의 교통비용과 그린벨트규제하의 교통비용을 비교함으로써 그린벨트로 인한 교통비용을 추정할 수 있다. 따라서 본 연구는 첫째, 그린벨트가 수도권 도시공간구조를 어느정도 왜곡시켰는가를 경험적으로 검정하며 둘째, 그린벨트로 인한 교통비용을 통행유형별로 추정하고 통행패턴의 변화로 인한 대기오염의 정도를 추정하는 것을 목적으로 한다. 본 연구는 그린벨트의 사회적 비용중 가장 중요한 요소중의 하나인 교통비용의 크기를 추정하는 것이며 그린벨트의 사회적 편익에 관한 사항은 고려하지 않기 때문에 본 연구의 결과에 근거하여 그린벨트의 존폐를 논하기는 어려울 것으로 판단된다. 그러나 현재 수도권이 경험하고 있는 심각한 교통문제가 교통부문자체의 문제 뿐만아니라 수도권 토지이용규제와 밀접한 관계가 있기 때문에 수도권 그린벨트로 인한 교통비용 및 환경비용이 어느 정도인가를 추정해 수도권 지역 및 국가 경쟁력 강화를 위한 토지이용 및 교통정책개발에 중요한 시사점을 제공할 수 있을 것으로 기대된다.

This study aimed at investigating the effects of the greenbelt on urban transportation and mobile source emissions in the Seoul Metropolitan Area. I conducted two empirical analyses to find the effects of the greenbelt on urban transportation and air pollution. Firstly, I estimated mean travel distance, time, and speed as well as Vehicle Kilometer Traveled (VKT) and Vehicle Hour Traveled (VHT), and secondly, I estimated air pollution by pollutant such as TOG, CO, Nox, and PM10 under the assumption of 'No Greenbelt'. Here are findings: Relaxing the greenbelt policy and allowing new development in the greenbelt would make the urban form of the SMA more dispersed, and therefore, make vehicle trips longer by 4.3% from 11.1 Km to 11.6. Total VKT increased from 51.7 million Km/day to 53.9 million Km/day with 'No Greenbelt' scenario, while total VHT has decreased significantly from 2 million hours/day to 1.9 million hours/ day, by 5.3% of reduction. Mobile emissions with 'No Greenbelt' scenario increase in all air pollutants. However, percent differences are not very significant because increases in the emission by longer travel distance are offset by decreases in the emission by the congestion relief and shorter travel time. In summary, relaxing the greenbelt policy has both good news and bad news in terms of urban transportation and environment. However, it looks obvious that the benefit of the greenbelt release is greater than the cost of it from the transportation perspective. It is also empirically found that the greenbelt has been one of major causes of severe traffic congestion in the SMA.
