기업과 대학 또는 연구소 등이 협력하여 기업이 생산활동을 하는데 필요한 기술을 개발하는 소위 산학협력형 기술혁신전략이 활발히 추진되고 있다. 이 전략모형은 주로 지역에 소재하고 있는 대학이나 연구소가 지역의 중소기업이 필요로 하는 현장기술을 직접 해결함으로서 기업의 생산성을 향상시키고 나아가 지역경제와 국가경제의 활성화를 도모하는 것을 목적으로 하고 있다. 물론 이 전략은 대학연구의 실용성을 제고하는 목적도 가지고 있으며 특히 1990년대 중반들어 지역발전을 위한 매우 유용한 개발전략으로 인식되고 있다.
기술이전체계에 있어서 기술원(technology sources)과 이용자를 직접 연결시키는 이와 같은 기술혁신사업은 통상산업부에서 주관하는 산학연공동기술개발 지역컨소시엄센터와 과학기술부에서 주관하는 지역협력연구센터(RRC)를 비롯하여 다양한 형태의 협력사업이 중앙정부와 지방정부 차원에서 추진되고 있다.
이와 같은 협력사업에 기업의 참여를 유도하기 위하여 정부와 대학은 참여기업에 대한 재정적, 기술적 지원을 제공하는 것이 일반적이다. 예를 들어 산학연공동기술개발 지역컨소시엄센타의 경우 기업은 필요한 연구비의 25%만 부담토록 하고 나머지는 중앙정부와 지방정부에서 부담하고 있다. 그리고 지역협력연구센터의 경우도 정부와 대학의 지원이 많은 비중을 차지하고 있는 반면 기업이 부담하는 비용은 일부분에 불과하다.
그러나 이와 같은 국가사회의 정책적인 노력에도 불구하고 이 사업에 참여하는 기업의 수는 매우 제한되어 있을 뿐만 아니라 그 효과에 대해서도 비판적인 시각이 적지 않다. 예를 들어 대구경북의 경우 전체 기업수는 12,000여 개소이나 이 사업에 참여하는 기업체수는 매년 200여개에 불과한 실정이다. 그리고 이와 같은 기술혁신에 대한 투자의 효율성과 그것이 기업의 생산활동에 미치는 효과에 대해서는 항상 긍정적인 주장만 제기되고 있는 것은 아니다. 또한 이론적인 측면에 있어서도 기술개발에 대한 투자가 생산에 긍정적인 효과를 미친다고 주장하는 학자들이 있는 반면 Griliches, Lichtenberg 그리고 Siegel과 같이 그 효과를 부정하는 주장하고 있는 학자들도 있어 학자들 사이에 의견의 일치를 보지 못하고 있는 실정인 것이다.
따라서 이 협력모형의 성공적인 추진을 위해서는 이 사업에 대한 기업의 참여동기와 그 효과에 대한 종합적이고 체계적인 분석과 연구가 필요한 것으로 생각된다. 이와 같은 문제인식하에 본 연구는 대학과 기업의 기술협력을 중심으로 산학협력형 기술혁신사업에 있어서 기업의 참여를 결정하는 요인을 분석하고, 협력연구의 결과가 실제로 생산과정에서 기술혁신이 유도되는 효과를 분석하며 이 연구개발에 대한 투자가 기업의 생산에 미치는 효과를 분석하는 것을 목적으로 하고 있다. 그리고 이와 같은 분석결과를 바탕으로 산학협력형 기술혁신모형의 문제점을 개선할 수 있는 정책과제를 모색는 것을 목표로 하고 있다.

The effectiveness of cooperative research between firms and universities is one of the controversial issues in Korea. This research aims to analyze the motives, factors and effectiveness of cooperative research between firms and universities. Through the questionnaire survey, the trends, characteristics, motives, effectiveness of cooperative research between firms and universities are analyzed. Also, through the statistical analysis including the regression and logit model, this paper examines factors and effects of cooperative research. In particular this paper argues that cooperative research tends to increase R&D expenditures of the firms. Also, this paper suggests that the
cooperation between firms and universities tends to increase the technological innovation of the firms of textile industry in particular. This paper analyzed the effects of the cooperation on productivity and profitability of the firms. However, this paper suggests that the cooperation may not affect on the business performance. In conclusion the policy implication of the analysis are examined.
