The purpose of this study, by empirically analyzing current actual conditions from the view of several significant factors, is to provide suggestions & policies for successful e-Learning, thereby effectively & efficiently promoting e-Learning, which is referred to as an important system & methodology for human resource development (HRD) in the knowledge-based society.
To accomplish this purpose, the study reviewed HRD in the knowledge-based society, the concept & characteristics of e-Learning, the relationship between HRD & e-Learning, and varied e-Learning fields. The study also conducted four surveys in the varied fields in order to find out 1) the learners' understanding on e-Learning in the education for the gifted students, 2) learners' and professors' understanding on learning effectiveness of e-Learning as well as the contributions of e-Learning for regional HRD in colleges, 3) the actual conditions of e-Learning from the five factors (human, organization, process, educational management, and infra) in corporates, and 4) the actual conditions of e-Learning from the five factors in civil service.
The concrete suggestions & policies for successful e-Learning in the varied fields are as follows:
1) included in the field of the eductation for the gifted students are policy & legal support, adminstrative & financial support, public relations of excellent e-Learning cases, the building of share system of e-Learning contents, experts interchange through e-Learning, the improvement of teacher training for e-Learning, participation in foreign programs for the gifted students through e-Learning, the acquisition of college credits through e-Learning.
2) included in the field of eductation in colleges are the support of industrial human power training programs for regions through e-Learning, the improvement of work-to-school cooperation & regional colleges' competitiveness through e-Learning, linkages between e-Learning & face-to-face education, the professor support on e-Learning, the consideration of learners' needs for e-Learning in colleges.
3) included in the field of eductation in corporates are ① for the human factor, linkages between e-Learning programs & learner requirements, the embodiment of the standard of instructor & operator qualifications, strengthening the roles of instructor reflecting the characteristics of e-Learning, offering incentives to learners & instructors; ② for the organization factor, reorganizing the post charging e-Learning into independent one, the job analysis of members of e-Learning post; ③ for the process factor, the continuous maintaining of current systems for e-Learning plans & program development; ④ for the educational magnagement factor, the continuous increase of e-Learning programs, the consideration of assessment methods reflecting the characteristics of e-Learning; ⑤ for the infra factor, the building of the fundamental infra for e-Learning.
4) included in the field of eductation in civil service are ① for the human factor, suggestions similar to the field of education in corporates; ② for the organization factor, reorganizing the post charging e-Learning into independent one, the corresponding the e-Learning post & the personnel in charge of e-Learning among training centers; ③ for the process factor, the reflection of administrative strategies & policies when devising educational plans, the decrease of outsourcing & existing program purchase & the increase of the joint use of e-Learning programs; ④ for the educational magnagement factor, the continuous increase of e-Learning programs, the imposition of tuition fee depending on e-Learning programs, the preparation of the common standard for the completion of the study, the use of various assessment methods; ⑤ for the infra factor, the building of the fundamental infra for e-Learning, the decentralized management of e-Learning from the perspective of the educational autonomy system.
