Education Satisfaction Measurement Indicators and Indexes for the Quality Improvement of Education
This study was designed to develop education satisfaction indicators and indexes to systematically measure the level of satisfaction with school education and provide measured levels to main education-related groups. To this end, the study intended to develop indexes able to measure the satisfaction level of students, parents, and teachers - the main customers of education. In addition, main satisfaction evaluation elements and the degree of importance of each evaluation element were to be drawn up to suggest scientific and systematic education satisfaction indicators that can comprehensively indicate the level of satisfaction with school education.
To fulfil these objectives, the study dealt with the following: first, it analyzed past domestic and overseas research related to education satisfaction levels to develop indicators to survey the satisfaction level of students, their parents, and teachers at primary, middle, and high schools; second, specific survey items and questions were developed based on the measurement indicators, and survey tools were prepared based on these items and questions; third, a method for calculating weights by satisfaction indicator was suggested to translate education satisfaction scores given by education customer groups and identified through the survey tools into indexes ; fourth, education satisfaction surveys of representative groups of students, their parents, and teachers at primary, middle, and high schools were conducted, and satisfaction indexes were generated by survey subject, school level, 16 cities and provinces, and city size; and lastly, directions for improving education policies were proposed so that education satisfaction indexes could be improved.
In this regard, past research and related documents were studied, research areas, measurement indicators, questions and weight calculation methods by indicator were defined, and experts were consulted to review their appropriateness. In addition, preliminary surveys were conducted and the survey questionnaires were then revised to reflect the survey results and the opinions of the survey respondents. 17,195 students, 17,195 parents, and 15,630 teachers from 521 primary, middle, and high schools were surveyed, and 83.55%, 72.13%, and 67.04% of the students, parents, and teachers responded, respectively. Futhermore, the reliability and validity of the survey tools were tested, and as a result, weights by indicator, satisfaction indexes, and revised satisfaction indexes that controlled input variables related to students and schools were produced.
Lastly, based on the results of this research, suggestions were provided regarding education policies and proposals were made for future studies.
