  • This research aims to propose a concrete model of the English department curriculum for Korean universities based on the educational philosophy of 'Critical English Education Approach', whose basic lines of concept were outlined in Park and Lee (2005) under the framework of 'Cultural Imperialism.' The paper discusses and investigates a wide range of applied linguistic issues such as course contents, teaching methodology and various other topics as well as the curriculum itself for the English departments inKorean universities.
The fundamental philosophy behind the 'Critical English Education Curriculum' is integration and balance under a critical stance about the identity of English and the 'counter-discourse' approach to the relevant issues. The curriculum pursues a content-function balanced structure where academic content and language functional training are equally emphasized in a balanced way. The courses in the curriculum are offered in balance to cover a whole range of English-related topics such as English literature, linguistics and culture. In this curriculum, a heavy emphasis is put upon developing the culture-oriented courses and teaching methodologies that contribute to the students' comprehensive understanding of English language and cultures in a critical comparison with their own language and culture; that is, Korean language and culture. In particular, we propose that the curriculum accomodate a study of the cultures and literatures of various minority groups in the countries like the United States or Britain as well as those of other English-speaking countries in the world other than these two countries, as part of our 'counter-discourse' approach to English education. We also discuss in dome depth how to overcome and investigate a new approach against each one of the five fallacies in English language education in Phillipson(1993). Particularly notable is our proposal concerning the 'native speaker fallacy' and 'the monolingual fallacy' that Korean professors and native speaker professors reverse their traditional roles so that the former take responsibility for teaching language skill courses while the latter are asked to teach and develop a variety of content courses. As for the teaching methodology for the curriculum, we suggest that what Prabhu(1990) proposed to call the 'Diversification Approach' built upon the full respect of each professor's sense of plausibility about his/her own course be adopted in the curriculum. This methodology requires that each professor create his/her own unique course content and methodology based on his/her own specialty. We believe that the students get the most educational benefit from this approach by being exposed to a variety of effective teaching methods in harmony and balance. The curriculum model presented in this paper is a local model specialized for the English departments in Korean universities that best suits the needs from Korean students under the 'Critical English Education Approach'. Overall, this research can be said to be an example of research that has attempted to design an English educational model by reflecting the spirit of what Kramsch & Sullivan (1996) termed "think globally but act locally."
