This study is to present the music control measures by the government after the colonial period. In other words, it examines how music was under government control and how the government used music as one of the ways for the social control.
After the Colonial Period by Japan, vulgar songs and songs of Japanese manners were rampant. To eliminate them, in 1957, the Office of Public Information established 「The Music Broadcasting Committee」 as the system of consultation to regulate the popular songs. After the 5ㆍ16 military coup in 1961, 「The Broadcasting Ethics Commission(BEC)」 was established by the new political power. BEC found out the 「popular-song advisory committee」, and it began to review the music broadcasting comprehensively. In January 1966, 「Korean Arts & Culture Ethics Commission」 was found out as a self-regulation consultation by 10 different affiliated organizations of 「The Federation of Artistic & Cultural Organizations of Korea」, and it began to deliberate on the film, the performing arts, literature, art, music and the music record. 「The Popular-song Advisory Committee」 which is the affiliated organization of 「Korean Arts and Culture Ethics Commission」 executed the deliberation for the popular-song records from 1968 according to the enactment and announcement of 「The Phonograph-record Regulation(promulgation number 1944)」 in 1967. In May 1976, 「Korean Performing-Arts Ethics Commission」 by 「The Performing-arts Regulation (promulgation number 2884)」 was established, 「Korean Arts and culture Ethics Commission」 was disorganized, and 「The Preliminary Inspection of the Phonograph Record」 was enforced. The Government proclaimed 「The 9th Emergency Measure」 in May 1975. From the consideration about a bad effect of national security by the demoralization of the popular arts, the government progressed 「The purifying-figuration of the performing arts」. At that time, 「Korea Arts and Culture Ethics Commission」 acted prohibition for the 222 Korean popular songs after the reviewing deliberation for the Korean popular songs and foreign popular songs.
With democratized environment of all walks of life since the 6․29 declaration in 1987, 「Korean Performing-Arts Ethics Commission」 reviewed the deliberation for the 382 prohibited Korean popular songs with 「The Guide for the Removal of the Prohibited Popular-song」 of the Ministry of Public Culture and then 186 songs were removed from the prohibition on the 18th of August in 1987. On the 27th of October in 1988, the songs by 63 composers who were kidnapped or went to the North Korea, were removed from the prohibition. 「The Broadcasting Ethics Commission」 revoked 499 prohibited popular songs climbing on the bandwagon, removal of the prohibited popular songs on the 5th of September, 1987, and only 332 songs were left on the list of prohibition. On the 12th of August, 1994, 1752 prohibited popular songs were reviewed, and 64 songs composed in Korea and 783 foreign songs were lifted a ban. 「The preliminary inspection of the phonograph record」 of 「Korean Performing-Arts Ethics Commission」 as a device of inspection and regulation became unconstitutional measure on the 31st of October, 1996 and abolished by the amendment to the regulation of record and video. Additionally, the deliberation for music broadcasting by 「The Broadcasting Ethics Commission」 were transferred to the self-control by each broadcasting institute.
