  • 2004년 정보통신부에서 IT 839전략을 수립한 이래로 다양한 분야에서 많은 연구와 기술 개발이 이루어지고 있다. 그러나 날로 심해지는 세계 IT 산업들 간의 경쟁 속에서 영원한 IT 강국으로서 자리매김하기 위해서는 혁신 기술 개발 및 국제 표준 선점을 위한 체계적이고 효과적인 지원이 필수적이다. 특히 현대 사회에서는 거의 모든 국가와 기업들이 하나 이상의 기술 개발 및 표준화를 위한 프로젝트들을 수행하고 있으므로, 한정된 자원의 효율적인 활용을 위해서는 성과를 극대화시킬 수 있는 프로젝트들에 선별적으로 자원을 투자하여야 한다.
    이에 대한 합리적인 의사결정을 지원하기 위해 본 연구에서는 상호 관련성 있는 기술들의 연계 개발 및 표준화 전략에 대한 경제성 평가 모형을 제안하였다.
    본 연구는 기술 개발과 표준화 활동의 경제성 평가를 공통된 프레임웍 상에서 동시에 수행할 수 있는 모형을 개발함으로써, 두 가지 활동의 효과적인 연계를 지원할 수 있도록 하였다. 또한, 기술 개발 및 표준화 활동에서 직접적으로 발생하는 비용 및 이익 이외에도 프로젝트가 갖는 불확실성인 리스크를 경제성 평가에 반영함으로써, 기술의 잠재 시장 규모가 크더라도 기술의 개발 및 표준화에 따르는 리스크 또한 큰 경우에는 이에 대한 경제성을 낮게 평가하도록 조정하였다. 그리고 본 연구는 기술들의 상호 연관관계가 고려된 기술 개발 및 표준화 프로젝트의 경제성 평가 모형을 수립함으로써, 다양한 기술 개발 및 표준화 프로젝트들의 효율적인 지원을 위한 정량적인 방법론으로 활용될 수 있을 것으로 기대된는 바이다.

  • Standardization is becoming increasingly important, and therefore firms need to begin planning for standardization as early as the R&D stage. While the costs of implementing early standardization are high and have a low probability of success, the potential benefits can greatly exceed the initial costs if the project is successfully managed. In cases of correlated technologies, the degree of uncertainty for implementing standardization is greatly increased; however, correlated technologies can result in a larger benefit and lower cost when they are jointly developed with standardization in mind from the beginning. In this study, we propose an economic evaluation model to analyze both the benefits and costs of correlated technology development and standardization, utilizing the concept of COO (Cost of Ownership) model. We also apply the proposed model to a real case and perform sensitivity analysis to examine the effects of various parameter settings. This study is expected to contribute to a more accurate evaluation of the economic value of standardization.

  • Most countries and companies carry out multiple projects for the development and standardization of technology. For the efficient operation of projects under budget constraints, it is necessary to select and support more promising technologies for development and standardization. In addition, more benefit can be gained with reduced costs when correlated technologies are jointly developed and standardized.
    For this we proposed an economic evaluation model for the joint development and standardization of correlated technologies. We applied the COO model to the quantitative analysis of the costs and benefits of international standardization. We then incorporated the correlation among technologies into an economic evaluation model.
    Our proposed model has the following advantages. First, it includes the stages of technology development in estimating the economic value of international standardization of technology. Thus, this model can contribute to a more accurate evaluation of standardization by including the cost and uncertainty that occur during technology development. Second, the proposed model incorporates the risk of the project into the economic evaluation. Accordingly, technologies with a higher risk or uncertainty for standardization success can be estimated as low even though the technology has a large potential demand. In order to quantify the risk, we conducted a simulation analysis based on random number generation from beta distribution. Finally, the proposed model considers the correlation among technologies and its effects on the costs and benefits of the joint development and standardization of correlated technologies. We employed the concept of the correlation coefficient and formulized the relationships between the correlation coefficient and the economic value of the joint project.
    In order to apply our proposed model, one must first examine the relationships among multiple technologies in advance. Also, for the effective operation of joint projects for correlated technologies, it is necessary to constitute and manage the integrated organization along with collecting expert manpower.
    Our proposed model is has limitation in that it considers a case of only two technologies. Also, the effects of correlation on the cost reduction and the change of uncertainty need to be revisited and refined in further research. The economic evaluation model has not considered the effect of competitors in the market. Despite these limitations, our proposed model is expected to contribute to more efficient R&D planning by facilitating decision making for the selection of technologies that have larger economic value.
