본 논문의 목적은 한국의 통일 NGO의 역할과 새로운 과제 설정 하는데 있다. 2000년 6.15 남북 공동 선언이후 한반도의 남북한은 과거의 어느 시기보다도 교류와 협력이 활발히 이루어 졌다. 본 논문은 지난 10여 년간 남북 교류 협력과정에서 한국의 통일 관련 NGO의 활동과 역할을 객관적으로 평가하고, 이를 토대로 통일 관련 시민 단체의 통일을 위한 역할 과제를 설정하려는 것이다.
통일 관련 시민단체의 역할을 객관적 기준을 통해 평가하기는 대단히 어렵다. 본 논문에서는 시민 단체의 활동이나 역할에 관한 평가의 기준으로 NGO의 자체 역량, 남북 교류 협력 사업, 대북 정책 참여 정도, 남북한 주민의 의식 변화 기여도라는 4개 영역을 설정하였다. 4개 영역 23개로 구성된 설문을 통일 문제 전문가를 대상으로 설문조사를 실시하여 그 역할을 평가하기 위함이다.
그 결과 그동안의 통일 관련 시민 단체는 남북 교류 협력과 대북 정책 결정 과정에서 상당한 역할을 수행하여 한반도의 통일 기반 조성에 긍정적으로 기여한 것이 사실이다. 그러나 주민들의 통일 의지를 집약하고, 북한 체제의 변화를 유도하는 데는 괄목한 역할을 하지 못한 것으로 나타나 있다. 또한 한국의 시민단체는 교류 협력과정에서의 무원칙성, 지나친 양보, 정책 결정과정에서의 문제 점등으로 인해 역할상의 부정적인 측면도 노출되었다.
이를 개선하기 위하여 통일 운동 지도자들의 방문 인터뷰를 통하여 한국의 통일 NGO의 새로운 역활 과제를 점건해 보았다. 앞으로 한국의 통일 NGO가 해결해야할 첫 번째 과제는 시민들의 자발적 참여 유도, 재정의 자립성 강화등 시민 단체의 자체 역량을 강화하여야 할 것이다. 두 번째는 통일 관련 시민 단체는 남북 교류 협력 과정에서의 소중한 경험을 살려 교류 원칙을 중시하고 과제의 우선 순위 결정 등 장 단기적인 프로그램을 마련하여야 할 것이다. 세 번째로는 한국의 통일 NGO가 정책 토론회 개최 등 시민들의 여론 수렴과 합리적 정책 제안이라는 대북 정책의 가버넌스로서의 역할에 충실해야 할 것이다. 한국의 시민 단체는 이러한 역할 과제를 충실히 수행할 때 한반도의 통일 기반은 더욱 크게 조성될 것이다.

The purpose of this paper is to investigate the role of domestic NGOs being engaged in the reunification of Korea and to explore its new assignment.
After South-North Korean joint declaration was proclaimed on June 15th 2000, the interchange and cooperation between South Korea and North Korea have been carried out more vigorously than ever.
This study attempts to objectively determine the function of the NGOs engaged in the reunification of two Koreas in terms of the interchange and cooperation between South Korea and North Korea for the last decade, which is to institute the assignment of the NGOs.
It is very difficult to estimate the role of the NGOs engaged in the reunification of Korea through a criterion. This study set up four fields as the criterion for the role and function of NGO engaged in the reunification of Korea i.e. : the self-capability of those NGOs, the project for the interchange and cooperation between South Korea and North Korea, the extent of their participation in the affairs with North Korea, and their contribution for the change of the way of thinking of South and North Koreans, For we estimated their role by conducting the survey made up of 23 questions regarding the four fields to the experts of the study on the reunification of Korea.
It is true that the NGOs engaged in the reunification of Korea have contributed to prepare the ground for reunification of Korea through process of the interchange and cooperation between South Korea and North Korea.
But it is estimated that the role of the NGOs that lead North Korea to change its system and put all the nations’ ideas together haven't been worthy of close attention.
Besides the problems of the NGOs as being non-principle, excessive concession and the flaw of procedures have been turned out in the association for the exchange and cooperation between the South Korea and the North Korea.
To solve this problem, this study put new function of NGO in order by interviewing to the experts of the research on Reunification.
From this we drew following conclusion. First of all, NGOs engaged in the reunification of Korea will have to make their self-capability substantial by instituting policies encouraging voluntary participation by the nations or by self-supporting its finance. Secondly, the NGOs, by using its experience, will have to devise a short and a long term program. Finally, the NGOs should be faithful in its role as an associates of our policy for North Korea, putting forward suggestions for policies and making decisions of South Korean government authorities by collecting public opinions or holding forums for our policy for North Korea.
As the NGOs faithfully carry out their role, the infrastructure for reunification of the Korean Peninsula will firmly be built up.
