이 연구는 인도에서 더물게 정치관련 설문조사를 40년 동안 수행하여 온 기관인 the Center for the Study of Developing Societie(CSDS)에서 27,100명이라는 거대한 샘플사이즈를 가지고 실시한 2004년 하원(Lok Sabha)선거(선거제도- 소선거구제, 총선거구수 543개) 데이터를 활용하여 인도에서의 전략적 투표의 규모와 그 요인들을 분석한다. 전략적 투표에 관한 기존의 문헌을 놓고 볼 때, 선거구별 선거결과(district-level aggregate data)를 활용하여 인도에서의 전략적 투표를 분석하려는 시도가 진행되고 있다고 하지만 지금까지 설문조사를 통한 개별단위수준의 데이터를 활용한 분석은 세계 어디에서도 없다. 전략적 투표는 기본적으로 선호도와 투표결과의 불일치를 전제로 하기 때문에 집합적 자료를 가지고 분석할 수 없는 것은 아니지만 개별단위자료가 최상이다. 이 연구에서는 전략적 투표을 인도에서와 같이 소선거구제 아래서 선호정당의 후보가 지역구에서 승리할 가능성이 없을 때 그 선호정당 후보에게 투표하지 않고 다른 차선의 후보에게 투표하는 행위를 말하는 것으로 정의한다. 이렇게 정의한 전략적 투표의 비율이 실제로 어느 정도되는지를 알아본다. 그리고 일반적으로 전략적 투표는 소선거구제의 제도적 효과로 간주하기 때문에 전략적 투표와 선호도 투표의 결정에 관한 추가적인 연구는 하지 않는 경향이 있다. 하지만 객관적 여건에도 불구하고 전략적 투표를 하는 않는 경우가 많이 존재한다면 우리는 왜 그런가를 추가로 연구할 필요가 있다. 이것은 설문조사의 뒷부분에 있는 응답자의 신상조사문항을 활용하여 알아볼 수 있다. 여기에는 유권자의 사회경제적 지위나 신분, 교육정도, 소득,종교 등이 포함되어 있다. 인도적인 상황속에서 이러한 변수들은 흔히 정당에 대한 투표에 영향을 미치는 것으로 간주되고 있는 변수들이다. 따라서 여기서는 이러한 변수들이 과연 전략적투표 여부에도 영향을 미치는지를 검증하여 본다.

This study explores the issue of how the Indian voters cast their ballots when their favorite parties are unlikely to win in their electoral district, using nation-wide survey data out of the 2004 general election. It has found, first, that a majority of Indian voters are willing to discard their preferred parties in final voting if these parties are unlikely to win. Second, this study has also found that Scheduled Caste voters are a notable exception to the above-mentioned general tendency of strategic voting in India. Third, concerning the determinants of strategic voting in India, one might be surprised to find that the variable of education does not turn out significant. This is contrary to other country studies of advanced democracies that often highlight its importance in strategic voting. What matters is not formal education, but information. Even poorly educated Indian voters may collect sufficient information about election-related matters through various sources of information. In addition, our analysis shows that strong partisanship, like the status of Scheduled Castes, discourages strategic voting while the self-identified middle class status encourages it. Finally, a previous aggregate data-based study of Muslims argues that they are strategic. However, our survey data do not provide a strong support for this argument.

This study explores the issue of how the Indian voters cast their ballots when their favorite parties are unlikely to win in their electoral district, using nation-wide survey data out of the 2004 general election. It has found, first, that a majority of Indian voters are willing to discard their preferred parties in final voting if these parties are unlikely to win. Second, this study has also found that Scheduled Caste voters are a notable exception to the above-mentioned general tendency of strategic voting in India.
