The process of integrating local governments can not only determine quantitative aspects of academic rigorous data and performance such as productivity, effectiveness, rationality, fairness, and efficiency, and determine their success or failure. Local integration is possible when conflicting interests and rivalry between individuals and groups with different backgrounds of politics, economics, culture, environment, and education in the region are fused into cooperation and trust. The convergence of these regions can be defined as a series of processes that reflect the needs and characteristics of citizens in various fields such as political, administrative, economic, educational, cultural, and environmental.
According to this study, for the success of city integration, the local development committee should be operated to enable citizen and civil servants to implement exemplary integration process through participation, communication and sharing. In order to operate it, we should prepare a citizen-oriented public space to mitigate and eliminate various conflicts of interests and latent conflicts, and present realistic alternatives that can be realized. And establish complementary relations in the fields of local industry and administrative services to promote the integration of local governments successfully. Through the 'Citizen Roundtable and Network of Cooperation Network', which can solve difficult issues in the region, various policies for communication, participation and sharing should be reflected in the policy. This study analyzes the successes and failures of domestic and foreign local governments on the integration of previous research, and based on the nine independent variables and five dependent variables explored here, The validity of the research model and analysis method was determined. In addition, in order to supplement the lack of previous studies and to reflect the specificity of regional integration, we increased the reliability of the respondents through questionnaire surveys on city integration and in-depth interviews with target groups selected by generation, age, and region. In addition, the researchers analyzed the meaning of candidates' interests in detail.
Therefore, we will make customized regional development in the areas of politics, economy, education, environment in the city-space level among local governments. To do this, we must first hold a regional roundtable meeting to exchange the city's comparative advantage functions and resources. In this study, based on the empirical analysis of factors affecting the economic, educational, cultural, environmental, and political effects of city integration factors and the results of in-depth interviews of target groups, present. First, efficiency, environment, and convergence are the most preferred strategies for enhancing the effectiveness of city integration. On the other hand, the least favored strategies for economic aspects are equity, democracy, and reliability. Second, the most preferred strategies for enhancing the effectiveness of city integration education are in order of environment, convergence, reliability, democracy. On the other hand, the least favored strategies in terms of education were efficiency, autonomy, and equity. Third, the most preferred strategies for enhancing the cultural effect of city integration are efficiency, environment, cooperation, and convergence. On the other hand, the most unfavorable strategies in terms of culture are outsourcing, equity, and reliability. Fourth, the most favorable factors for enhancing the environmental effect of city integration are convergence, equity, environment, cooperation. On the other hand, the least favored strategies in terms of environment were outsourcing, autonomy, efficiency. Fifth, convergence, democracy, environment, and cooperation are the most preferred factors for enhancing the political effect of city integration. On the other hand, the least favored strategies in terms of politics are autonomy, efficiency, reliability. Finally, the most favorable factors for enhancing the comprehensive effect of city integration are environmental, convergence, efficiency, cooperation. On the other hand, the most unfavorable strategies in terms of the overall aspect are the order of autonomy, extravagance, and democracy.
