Hospitals are perceived as a regulated industry, so highly affected by the health care policy. In the 1970s and 1980s, the 4th 5-year Economic Development plan (77-81) was established and implemented. And these times, the importance of social development was emphasized. In the 1990s, medical care committee was established to improve medical care and medical delivery systems, and performed a Hospital Service Evaluation for large hospitals. In the 2000s, integrated health insurance policies between regional and corporate insurance organizations were launched and Separation of prescription and dispensing was implemented in July 2000. In addition, the Long-Term Care Insurance was enacted in April 2007. The soundness of the medical service industry by strengthening the soundness of the medical service industry, activating the soundness of the medical service industry, improving the health care service industry, and strengthening the responsiveness of the medical service industry to diverse needs were devised.
This study analyzed three types of logic, including professional logic, state logic, and market logic, represented the research by Scott, Ruef, Mendel, and Caronna (2000). Using the Pattern deducing method, we coded data from Journal of the Korean Hospital Association in terms of institutional vocabularies. Though institutional vocabularies were not clearly classified, the 1970s revealed encroached autonomy, rationalization of hospital management, 1980s the onset of active evaluation system, accessibility and strengthening coverage, 1990s appropriate care, perusing efficiencies, lastly 2000s crisis of hospital management, crisis of small-and-medium hospitals, and saving hospitals.
Based on the articles of the daily newspaper, we analyzed the volumes of news related logics of hospital management. The analysis showed that both state logic and market logic were dominated and professional logic was not salient. The main cause of that result may be that newspapers reflect the voice of government’s policy, hospital management trends and behavior of service recipients. In addition, the opinions of the two newspapers reflected the differences in that progressive newspaper Hankyoreh Shinmun reveals “Coverage” and “Industrialization (critical perspective)’ while the liberal newspaper, Hankook ilbo reveals more frequently ‘Customer Satisfaction". The finding that the differences of the institutional logic were not noticeable is that in the mid-2000s Roh Moo-hyun presidential administration’s policy was increasing government’s role for coverage expansion and that time overlaid that of the market logic.
