he Gweon‐Seungyeol's draft, adopted as auxiliary draft in the Constitution‐Drafting Committee (1948}, is prepared by some legal practitioners. Their main purpose is seemed to complete their interests in process of drafting a constitution, which is most manifested as strengthened judicial power in the Gweon's draft.
Besides that, the Gweon's draft has three characteristics, compared with the Yu‐Jinoh's private draft on which it bases, and the so called jointed draft which is adopted as main draft in the Constitution‐Drafting Committee. Firstly, Gweon's draft relies more on constitutional documents from constitutions of the Korean Provisional Government to the Chosun Temporary Outline of Constitution passed in the Korean Interim Legislative Assembly. Secondly, it is found as more influenced by American constitution. Thirdly, it more reflects particular demands and reality of the time, while it is deficient in theoretical progressiveness and universality.
The Gweon's draft is supported by independent members in the Constitution‐Drafting Committee, but its most part of unique stipulations are disregarded, except for some. Because most members of the Korean Democratic Party and another main political faction who hold a majority support the so called jointed draft, mainly due to its idea regarding form of government.
