본 논문은 지난 10여 년간 남북 교류 협력과정에서 한국의 통일 관련 NGO의 활동을 객관 적으로 평가하고, 이를 토대로 시민 단체의 통일을 위한 역할 과제를 설정하려는 것이다. 본 논문에서는 시민 단체의 활동이나 역할을 남북 교류？ 협력 사업, 대북 정책 참여도, 남 북한 주민의식 변화 기여도에 관한 3개 영역, 19개의 설문을 통하여 평가하기로 하였다. 시 민 단체의 그동안의 활동은 남북 교류？ 협력 사업이나 대북 정책 결정 과정에 대체로 긍 정적으로 기여하였으나 활동과정에서의 무원칙성, 북한 당국에 대한 지나친 양보, 정책 참 여 과정에서의 문제 점등으로 인해 부정적인 측면도 노출되었다.
이를 개선하기 위하여 앞으로 한국의 통일 NGO가 해결해야할 첫째 과제는 시민들의 자발 적 참여 유도, 재정의 자립성 강화 등 시민 단체의 자체 역량을 강화하기 위하여 더욱 노 력하여야 할 것이다. 둘째, 한국의 통일 NGO는 시민들의 여론 수렴과 합리적 정책 제안이 라는정책의 가버넌스로서의 역할에 보다 충실해야 할 것이다. 셋째, 남북 교류 협력 지원 과정에서의 문제점을 개선하고 그동안의 다양한 경험을 살려 교류의 공동 규범을 제정 등 장단기적인 프로그램을 마련하여야 할 것이다.

Role Evaluation and Task Eestablishment of Korean NGO for Korean Reunification

The purpose of this paper is to investigate the role of domestic NGOs being engaged in the reunification of Korea and to explore its new assignment.
This study attempts to objectively determine the function of the NGOs engaged in the reunification of two Koreas in terms of the interchange and cooperation between South Korea and North Korea for the last decade, which is to institute the assignment of the NGOs. This study set up four fields as the criterion for the role and function of NGO engaged in the reunification of Korea i.e. : the self-capability of those NGOs, the project for the interchange and cooperation between South Korea and North Korea, the extent of their participation in the affairs with North Korea, and their contribution for the change of the way of thinking of South and North Koreans, For we estimated their role by conducting the survey made up of 23 questions regarding the four fields to the experts of the study on the reunification of Korea. To solve this problem, this study put new function of NGO in order by interviewing to the experts of the research on Reunification.
From this we drew following conclusion. First of all, NGOs engaged in the reunification of Korea will have to make their self-capability substantial by instituting policies encouraging voluntary participation by the nations or by self-supporting its finance. Secondly, the NGOs, by using its experience, will have to devise a short and a long term program. Finally, the NGOs should be faithful in its role as an associates of our policy for North Korea, putting forward suggestions for policies and making decisions of South Korean government authorities by collecting public opinions or holding forums for our policy for North Korea.
