The contents of this study are follows.
First, related concepts regarding policy transfer such as policy diffusion, and policy isomorphism, which are explaining the policy similarity between different countries, will be clarified. In fact, there has been a conceptual confusion among related concepts with respect to policy transfer. This study is keen to minimize the conceptual confusion.
Second, this study focuses on macro-context that plays as a factor to push policy transfer in work-family reconciliation policy as well as multicultural policy. In order to do so, this study discusses policy rationale that the policy agents claim, and the process of interactions between social actors in the way of policy transfer. A conceptual model is derived based on the interaction and policy rationales.
Third, based on the derived conceptual framework, comparative studies on East Asian countries such as Korea, China, and Japan will be conducted. In addition, policy experiences of the western countries that act as transferor. Via the comparative studies, similarities and/or differences between potential transferors and transferees will be explored.
Fourth, the implications of the findings on Korean policy regarding work - family reconciliation and multiculturalism are discussed in depth.
The theoretical and practical implications of this study are as follows.
First, there is an academic value given that this study seeks to uncover macro factors affecting policy transfer in multicultural policy and work - family reconciliation policy.
Second, it is useful as policy data to minimize decoupling and policy formalism of multicultural policies, and work-family reconciliation policy. It also contributes to a relevant policy transfer between different countries.
Third, the comparative study provides a relevant solution of the problem of low fertilization which has been a wicked problem faced by Korea .
Fourth, it can be used to establish a curriculum for minority policy immigrants as well as women. Furthermore, the findings of this study are useful to develop a comprehensive curriculum regarding other minority groups such as sexual minorities.
Fifth, the findings will be used to enhance understanding of Korean reality in a global context via publication in international journals.
