This research aims to engage international organizations, NGOs, and private actors in the process of the Korean unification. This research would consider various factors for achieving the unification based on prioritizing policies, capacity and importance of non-state actors, limitations in practical issues, and overlapping intervention. The factors are considered to develop policies to decide ‘which’ non-state actors and ‘how’ the actors would be engaged. In the first year of the research, sorting out the actors with ‘capacity’ that can contribute to the process of the unification and post-unification integration will be done. In particular, the research would focus on establishing and verifying the criteria to decide the actors with capacity. Here, the organizations which are expected to highly contribute to the unification process will be considered first. At the same time, this research would make efforts to discover the new actors that can contribute to the unification. In the second year, this research would mainly concentrate on the way to ‘engage’ the selected non-state actors in the process of unification. This research would classify the non-state actors by the 5 categories – economic development and cooperation, social and cultural activity, democracy and human rights, academic research and unification education, security and peace. Afterwards, the customized strategies based on the interests, values, purposes, resources mobilization, cooperation network of the actors would be suggested. In the third year, the research will focus on proposing actual policies based on the investigation and analysis to engage non-state actors in the unification process. In the end, to propose policies to the government, the research would ensure the actors that they are contributing to the process of the unification of the Korean Peninsula. The awareness would encourage the actors to continuously participate in the projects for achieving unification. Then the policy suggestions will be made to the government so the unification policies can be developed based on this research.
