The military and defense industry is a research field with a unique characteristic of long-term research and development and budget injection in terms of national security and peacekeeping, and it is important to apply socio-economic aspects in addition to academic approaches. Therefore, initial diffusion activities are needed to present the need for convergence research in related fields and specific direction of collaborative research. In particular, it is necessary to strengthen the research network by promoting joint cooperative research on implementing organizational innovation and performance management (training and development human resources, utilization of defense information/big data) in response to the 4th industrial revolution.
First, defense and defense business sectors have huge budget investment and long-term business characteristics (weapon systems’ design-test-product development-deployment), so this objective and reliable research promotion is important. In particular, it is necessary to create an organizational environment in which R&D personnel can faithfully immerse themselves in their roles because the R&D process takes a long time to design, develop, and deployment.
Second, the defense management-related research focused on institutional mechanisms, advanced technology convergence, and strengthening specialization of leading-edge defense research and development to effectively respond to future defense demands. The ongoing economic downturn and restrictions on opportunities for defense companies to win business are leading to worsening business conditions for defense companies, which eventually weaken the defense research and development capabilities. To improve these problems, it is essential to increase openness to defense R&D achievements and to develop and implement R&D policies that meet the management conditions of the defense industry in Korea.
Third, the introduction and utilization of weapons-embedded SW is becoming important in terms of high-tech weapons operation and utilization, and is prioritized in all industries such as manufacturing, finance, and services to enhance national competitiveness. Therefore, the military and defense industries are also emphasizing education development to foster experts who will lead the fourth industrial revolution. In response, the both military management and defense industry were required to be developed a training system and a program for developing weapons systems to promote the utilization of defense personnel and create customized employment for mismatched jobs through cooperation between universities and companies. In addition, through the development of practical training courses for on-site technical education, this programs were developed to strengthen the employment capacity of unemployed college graduates. Therefore, our vision of institute of defense acqusition progrom (IDAP) is to establish a research base for a leading global military institute through educational support linked to the humanities and human resources to revitalize innovative research in advanced defense and troubleshooting projects.
