The goal of this study is to establish a social banner realization model for a community care pilot project using ICT medical devices. To this end, an analysis of the current status of community care leading projects and a survey of needs for facility care and community care were conducted. In addition, through qualitative evaluation based on grounded theory, the degree of social value realization of medical devices applied to the community care project was confirmed, and based on this, an index to evaluate community care was constructed. Finally, in order to enhance social value, the concept of medical device products using ICT was derived and the applicability was sought. In the first year, the necessity and purpose of this study and the possibility of convergence research were discussed through a literature review. Through theoretical discussion, it was divided into previously conducted community care-related studies, studies on social values, and convergence studies between medical devices and community care. In addition, it took considerable time to license ICT medical devices, so the current status and improvement plans were derived by analyzing the current status of health promotion projects using the health and medical information system. In the second year, qualitative research and FGI were conducted based on the analysis results of the first year, and a quantitative analysis of the community care project was conducted based on the results of the care service quality evaluation. Through this, the effect of the community care project was confirmed and the current limitations and improvement plans were sought. In order to construct indicators that can realize social values through the evaluation of community care projects, the validity of care service quality evaluation indicators was analyzed and priorities were confirmed. In the third year, the contents of research conducted in the first and second years were comprehensively analyzed to derive various types of ICT medical device concepts that can be applied to community care projects. To this end, factors influencing user satisfaction with the care service, a core project of community care, were compared and analyzed twice in 2013 and 2016. Rather than analyzing all care services with the same indicator, it is necessary to expand the evaluation indicators and areas of regional and individual units so that care service institutions can select indicators suitable for their characteristics and be evaluated. Through this, it will be possible to realize social value by providing customized community care to users. Through this research project, it was confirmed that a more detailed measurement method by region and consumer is needed for the successful settlement of community care, and the development of indicators that can measure both consumers and suppliers is necessary. In addition, it was found that happiness index, unmet medical care, and subjective health status among social values can be realized through community care, and it is expected that this can be realized by providing real-time medical services through ICT medical devices.
